On December 05, 2019, the heads of government of the federal states adopted the State Media Treaty, which, among other things, provides that probably most streamers will no longer need a broadcasting license in the future(see this article).
The regulation of public communication spaces needs a public debate: Twice in summer 2018 and 2019, the federal states therefore posted the respective current drafts of the Interstate Treaty on the Media online, and everyone was able to comment on them. Many suggestions were incorporated into the finished text.
